Portugal captain Luis Figo looks set to be available to face England in Saturday's World Cup quarter-final between the two sides in Gelsenkirchen.
The veteran midfielder appeared to head-butt Holland midfielder van Bommel in the second half of Sunday's bad-tempered 1-0 win against Marco van Basten's side.
Figo was booked by referee Valentin Ivanov and FIFA look set to take no further action against the Internazionale winger.
FIFA's communications director Markus Siegler said: "He was sanctioned immediately by the referee at the time.
"The referee's report came in on Sunday night and is being analysed by the relevant people but it is very unlikely anything will happen as he has been sanctioned already.
"It is only where there is a clear disciplinary issue which has not been acted upon by the referee that the (disciplinary) committee can look at it."
Portugal boss Luiz Felipe Scolari will be without Deco and Costinha for the quarter-final after they were both dismissed against Holland.
