Portugal coach Luiz Felipe Scolari wants Deco's first yellow card from Sunday's tempestuous game against Holland rescinded.
The Barcelona star was booked for a foul on John Heitinga in the 73rd minute before being red-carded five minutes later.
However, Scolari has urged the Portuguese Football Federation to appeal to FIFA because of the circumstances surrounding Deco's first booking.
Play had been stopped due to an injury with Portugal in possession, but when the match restarted, Holland continued playing.
"The Federation could send a letter to FIFA because of the first yellow card," said Scolari. "The ball was ours, we had possession, but the Dutch player was told by his coach to continue playing.
"There should be fair play guidelines from FIFA, the time has come for FIFA to think about this."
If Deco's red card stands he will be suspended for Saturday's quarter-final clash against England, as will fellow midfielder Costinha who was also sent off against Holland for two bookable offences.
